What is the scope of the International Convention on the Control of Harmful Anti-Fouling systems?

The International Convention on the Control of Harmful Anti-Fouling Systems (AFS) was introduced in 2001 to establish a global standard for controlling the use of toxic materials used in anti-fouling systems. The Convention’s scope is to regulate the use of anti-fouling systems and the substances they contain in order to reduce the risks to aquatic life and ecosystems. This includes the release of noxious and hazardous substances into the environment, as well as the transfer of these hazardous substances through ships in the global maritime transport system. The scope of the Convention is applicable to all ships and vessels over 25 metric tons, including recreational boats, and addresses regulations regarding the development, production, use, and disposal of anti-fouling layers and substances found on these vessels. This includes the prohibition of the use of organotin compounds, which are harmful to the environment, as well as a ban on certain kinds of anti-fouling systems intended to protect against damaging marine organisms. In the state of West Virginia, the International Convention on the Control of Harmful Anti-Fouling Systems is enforced by the United States Coast Guard, which regulates the use of anti-fouling systems and materials in the waters of the state. The scope of the Convention goes beyond the waters of West Virginia, however, as it is an international regulation intended to protect the environment and aquatic life in all oceans, seas, and coastal waters around the world.
