What is the scope of the International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region?

The International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region (also known as the South Pacific Treaty) sets out a framework by which countries in the region can protect their natural resources and environment. The Convention is binding upon the countries which have ratified it and applies to all countries located in the South Pacific. The Treaty has two primary goals: first, to maintain and enhance the natural resources and environment of the South Pacific region; and second, to protect the marine environment and aquatic and terrestrial ecosystems in the region. To achieve these goals, it provides for the establishment of a monitoring and regulatory regime, the adoption of measures for the protection of marine species and the prevention of pollution, and the adoption of environmental protection measures. The Convention applies to the waters and seabed of the South Pacific region and to the exclusive economic zones of the signatory countries. All activities relating to the environment and natural resources of the region are subject to the Treaty. This includes activities such as oil and mineral exploration, fishing, and coastal development. The Convention also provides for the management of the resources of the region, including through the adoption of regulations, the development of plans, and the establishment of management and monitoring systems. In Colorado, the South Pacific Treaty is implemented through the Colorado Natural Resources and Environment Act, which provides a legal framework for the protection of natural resources and the environment in the state. Specifically, this Act sets out standards for development, water and air quality protection, and the protection of wildlife and their habitats. The Act also provides for the monitoring and enforcement of these standards.
