What are the requirements for international shipping under the International Ship and Port Facility Security Code?

The International Ship and Port Facility Security Code (ISPS) sets out the requirements for international shipping when traveling in or out of ports in New Mexico. The code, created by the International Maritime Organization (IMO) in 2002, applies to ships of 500 gross tons and above, and has been implemented in every country that is part of the IMO. The main goal of the ISPS code is to enhance security and safety in the maritime industry through national and international cooperation. Under the code, all ships must carry Ship Security Plans (SSPs) which outline the security measures that need to be taken onboard a vessel. The plans must be developed in consultation with the ship’s flag state and must be revised and implemented every three years. All ports must also implement a Ship to Shore Interface Plan (SSIP) which outlines procedures for ships to follow when entering and exiting a port. The ISPS code also outlines additional requirements for vessels that travel through high-risk areas, such as those near straits, archipelagos, or certain water bodies. These vessels must implement additional security measures, such as increased access control, increased surveillance, and more stringent maintenance measures. The ISPS code has been implemented in New Mexico and provides an important framework for safeguarding maritime shipping. By following the code, ports and vessels can collaborate with each other to ensure the safety and security of all passengers, crew, and cargo.
