What is the scope of the Hamburg Rules?

The Hamburg Rules apply to the shipment of goods from one port to another by ship. They cover the contractual relationship between the shipper of the goods (i.e. the owner of the goods) and the carrier of the goods (i.e. the owner or operator of the ship).
