How is a municipal bankruptcy declared?

In West Virginia, a municipality declaring bankruptcy must comply with the federal Bankruptcy Code. This means that to declare a municipal bankruptcy, a municipality must file a petition for relief in a federal bankruptcy court. The municipality must include certain information in the petition, including its creditors and debts, assets and liabilities, and a statement of financial affairs.
