How are bids and contracts awarded by a municipality?
When a municipality needs to purchase goods and/or services, they will go through a bidding process to obtain the best price. Bids and contracts are awarded by the municipality in order to ensure that they obtain the best quality product at the best price. The municipality will first issue a Request for Proposal (RFP) or Invitation for Bid (IFB). This document will detail the product or service that the municipality is looking for and any associated specifications for the project. Vendors will then submit their bids in response to the RFP or IFB. The bids will be evaluated and scored on criteria such as price and quality. Once the bids have been evaluated, the municipality will award the contract to the vendor who scored the highest in the evaluation process. The contract will then be reviewed by the municipality’s legal team in order to ensure that all of the necessary information is included and that there are no legal issues with the contract. Once the contract is finalized, the municipality will enter into an agreement with the winning vendor. The agreement will outline the terms of the contract, including the payment terms and expected deliverables. After all of the terms of the agreement are met, the municipality will then issue the final payment for the goods or services.
