What is the process of redrawing municipal boundaries?

In North Carolina, the process of redrawing municipal boundaries is an important part of how local governments are structured and organized. It’s also referred to as redistricting. The process is overseen by the North Carolina General Assembly, which has the authority to adjust municipal boundaries as needed. The General Assembly often changes the boundaries when the population of a municipality has grown or shrunk significantly. This allows the government to use its resources more efficiently and ensures that each municipality is provided with an appropriate amount of representation in the state legislature. Redistricting begins with the General Assembly establishing a Redistricting Committee, which is responsible for studying the population data and recommending adjustments to municipal boundaries. The Redistricting Committee typically considers population growth, ethnic composition, and geography when evaluating proposed changes. In order for the redistricting plan to take effect, it must be approved by the General Assembly. The legislators consider the recommended changes and may either adopt the plan as proposed or modify it before passing it. Once the redistricting plan is approved, the General Assembly notifies each municipality of the new boundaries. Municipalities have 60 days to adjust to the changes and to ensure that all affected citizens are aware of them.
