What is the legal definition of an abandonment of an oil and gas well?

An abandonment of an oil and gas well is a legal term for the process of permanently ceasing production from an oil or gas well. It is usually done for safety, environmental or economic reasons. In California, the process of abandonment is outlined by the state’s Division of Oil, Gas, and Geothermal Resources (DOGGR). The abandonment procedure is generally divided into two phases: first, the surface components of the well must be decommissioned and removed; then, the subsurface portion of the well must be plugged. In the first phase, all of the components of the well located above the ground, such as the casing, the wellhead and pipelines, must be removed and disposed of, leaving the well in a safe and environmentally sound condition. In the second phase, the well must be plugged with cement to the depth specified by state regulations and the bottom of the well must be sealed with a bridge plug. This ensures that the well is no longer capable of producing oil or gas and that the area is safe to access. Once an oil and gas well is fully plugged and abandoned, the DOGGR must be notified. Abandonments of oil and gas wells are important for ensuring the safety of people and the environment. It is important to understand the legal requirements and follow the steps outlined by the DOGGR to ensure that the abandonment process is performed properly.
