What is a special assessment?

A special assessment is a form of taxation in South Dakota that local governments use to charge property owners for the costs of certain services or improvements in their area. In most cases, special assessments cover the cost of road construction, water and sewer improvements, or emergency repairs to infrastructure. Property owners are typically charged for special assessments based on the assessed value of the property. This is different from traditional property taxes, because it takes into account the amount of benefit a property receives from the services or improvements. The assessed value of a property is determined by the proportion of benefit it receives from the services or improvements. For example, if a road or water main runs along the edge of a property and provides a benefit to the property, the owner will be charged proportionately for the improvements. If a particular house receives a greater benefit than another house in the area, it will be charged a greater amount for the special assessment. Special assessments allow local governments to efficiently and effectively fund important public projects. They also make it easier for governments to adjust their taxes based on the benefits properties receive from certain services and improvements. Ultimately, special assessments lead to fairer taxation for property owners, ensuring they are taxed the right amount for the services they receive.
