What are the laws concerning the development of autonomous weapons systems?

In Arizona, there are laws in place that regulate the development of autonomous weapons systems. Autonomous weapons systems, also known as “killer robots”, are machines that can identify targets and use force without human intervention. Arizona’s laws prohibiting the development of autonomous weapons systems are set forth in Arizona Revised Statutes (ARS) Section 13-563. It states that any person, corporation, or government entity is not permitted to use, manufacture, possess, or store any type of autonomous weapon system. In addition to ARS Section 13-563, there are also federal laws in place regulating the development of autonomous weapons systems. Under the federal Weapon of Mass Destruction Statute, it is illegal to develop, possess, transfer, or use any weapon of mass destruction. This would include autonomous weapons, which could potentially cause mass destruction. Furthermore, Arizona also follows the Convention on Certain Conventional Weapons, also known as the CCW. This convention places restrictions on the use of autonomous weapons systems in armed conflicts. For example, the CCW calls for a high level of protection for civilians and other non-combatants from the use of autonomous weapons systems. Ultimately, Arizona has laws in place governing the development of autonomous weapons systems. These laws seek to protect individuals from the potential dangers of these weapons systems, while also conforming to international conventions and laws.
