What is the law concerning the development and use of weapons of mass destruction technologies?

In Vermont, the law regarding the development and use of weapons of mass destruction (WMD) technologies is outlined in the Vermont Statutes, Title 27, and the Vermont Rules of Criminal Procedure. These laws make it illegal to manufacture, possess, transport, or use WMDs. Additionally, the possession or manufacture of components of weapons of mass destruction is prohibited by law. In accordance with the general term in federal law regarding WMDs, the Vermont statutes provide two definitions: 1) a weapon which has the power of mass destruction and is designed or intended to cause death or serious bodily injury, and 2) a device designed or intended to cause death or serious bodily injury through the release, dissemination, or impact of toxic chemicals, biological agents or organisms, or radiation or radioactive materials. Under Vermont law, any person who knowingly manufactures or possesses a weapon of mass destruction, or any person who attempts or conspires to do so, may be charged with a felony. The penalties for a first offense can include a prison sentence of up to five years and a fine of up to $5,000. Further, any person found to be in possession of components of weapons of mass destruction can be charged with a felony, punishable by a prison sentence of up to two years and a fine of up to $2,000. In summary, due to the potential risks posed by weapons of mass destruction, Vermont has strictly prohibited the development, possession, and use of WMDs. This law is designed to protect citizens and ensure the safety of the state, and violators face severe criminal penalties.
