What are the laws concerning the development and use of genetic engineering technologies?

In Indiana, the development and use of genetic engineering technologies are regulated by the state Department of Health. As with many other states, Indiana has adopted the federal Gene Editing In Vitro Diagnostic (GEID) regulations, which regulate the testing, labeling, and sale of any product or service involving genetic engineering. Additionally, the Indiana Board of Animal Health regulates the use of animal cloning and certain other types of genetic engineering for research and commercial use. Indiana has also passed its own laws concerning genetic engineering. Specifically, state law prohibits anyone from owning, importing, cloning, transferring, or selling a cloned animal without first obtaining a permit from the Board of Animal Health. Violators of this law can be subject to civil and criminal penalties. Moreover, state regulations prohibit the release of genetically engineered, non-native species into the wild without a permit from the Indiana Department of Natural Resources. In addition to state regulations, federal laws regulate the development and use of certain genetic engineering technologies. Under the Recombinant DNA Technology Act of 1986, any experiment involving a novel genetic engineering technique or involving a new kind of organism must be approved by the FDA before it can be conducted. Moreover, the National Institutes of Health regulates the research conducted with certain types of genetically engineered organisms. Overall, genetic engineering technologies are heavily regulated in Indiana. While there are a number of federal and state regulations governing the development and use of these technologies, it is important to understand that, in most cases, a permit or approval must be obtained before experiments can be conducted.
