What is an intercountry adoption?

An intercountry adoption is a process where a child from one country is adopted by the residents of another country. In Nebraska, intercountry adoptions are governed by the Intercountry Adoption Act of 2000 and the Hague Adoption Convention. An intercountry adoption is one of the most complex and sensitive types of adoption because it involves two separate countries. The process begins with the adoption of a child from a foreign country. This requires the approval of both the foreign government and the United States government. The parents must provide documentation to both countries to show that they are eligible for the adoption. Once approved, the adoption process is completed for the foreign country. Once the adoption is completed in the foreign country, the child must be legally recognized in the United States. This requires the parents to follow the laws of Nebraska, which include obtaining a court order in the Nebraska district where they live, filing an adoption report, and completing the necessary post-adoption paperwork. The adoption must be approved by the Nebraska Department of Health and Human Services and the U.S. Citizenship and Immigration Services. When everything is complete, the family will be granted legal guardianship of the child and the child will be recognized as a legal permanent resident of the United States. Intercountry adoptions can be complicated and time-consuming. However, they also offer the potential to provide a loving home for a child who may not otherwise have the opportunity.
