What is a foreign adoption?

Foreign adoption is the process of adopting a child outside of the United States (U.S.) and bringing them to the U.S. to live and be a citizen. This type of adoption is particularly common for people living in Delaware, as it is one of nine states in the U.S. that permits this type of adoption.
