What is the Interstate Compact on Adoption and Medical Assistance?

The Interstate Compact on Adoption and Medical Assistance (ICAMA) is an agreement between all 50 states in the U.S., as well as the District of Columbia and the U.S. Virgin Islands, that establishes rules for and ensures the protection of children adopted across state lines. ICAMA ensures that adopted children receive the same medical, financial, and educational services they would receive from living in the state in which they were adopted. In Pennsylvania, ICAMA provides adopted children with access to health insurance through Medical Assistance (MA) or CHIP. The state pays for the health insurance premiums for those children, and MA coverage is portable, meaning the child can move to another state and still be eligible for coverage. MA also covers medical, dental, and vision care, mental health services, prescriptions, and any medically necessary treatment.
