What are the laws governing the transport of agricultural commodities?

In Virginia, agricultural commodities are subject to a variety of laws governing how they can be transported. According to Virginia Code Section 3.2-4500, agricultural commodities are defined as "any unprocessed form of plant or animal life or life-producing material, except timber, intended or used for agricultural or horticultural purposes, and any product of such plant or animal life." In addition, Virginia law dictates that all agricultural commodities being transported into the state must originate from a certified farm or a Virginia-approved grading or packing house.
