What is the scope of the Convention on Offences and Certain other Acts Committed on Board Aircraft (Tokyo Convention)?
The Convention on Offences and Certain other Acts Committed on Board Aircraft, otherwise known as the Tokyo Convention, is an international aviation treaty signed into law in 1963. This treaty was created to address criminal activities committed on board an aircraft while in flight. Under the scope of the Tokyo Convention, signatory states can prosecute persons that have committed specific criminal acts onboard an aircraft. These criminal acts include: endangering or interfering with the safety of the aircraft, endangering or interfering with the safety of persons or property on board the aircraft, and unlawfully seizing or exercising control of the aircraft. In Washington State, the Tokyo Convention is adopted by statute. This means that any person who commits one of the aforementioned acts on board an aircraft flying through Washington State airspace may be subject to prosecution in the state for violating the treaty. The laws of the state of Washington would be applied to the prosecution of a person who commits one of the aforementioned criminal acts aboard an aircraft. The Tokyo Convention is an important international treaty that helps to ensure the safety of air travel by addressing criminal activities on board aircraft.
