What is the purpose of the Convention on Unlawful Interference with Civil Aviation?
The Convention on Unlawful Interference with Civil Aviation (the Convention) is a United Nations treaty that serves as an international agreement to prevent the unlawful interference with civil aviation. It was adopted and opened for signature in Beijing, China, in 2010. The reason this Convention was put into place was to protect the safety of passengers and crew on planes, as well as to protect the aircraft and airports from terrorist attacks. The Convention works to deter unlawful interference with civil aviation by establishing a comprehensive framework for international collaboration and cooperation between States. It does this by setting out a number of specific responsibilities and obligations that each state must follow. The Convention also has a number of general guidelines that all States must follow, such as the obligation not to permit aircraft to fly over the territory of a State in a way that could endanger other aircraft or their passengers. Additionally, the Convention requires that States cooperate in responding to threats of potential unlawful interference as well as cooperate in the investigation and prosecution of those responsible. To ensure the Convention is effectively followed, States must also exchange information and intelligence related to aircraft security, cooperate in the development of measures to reduce vulnerabilities, and undertake additional measures to ensure the safety of civil aircraft. Overall, the purpose of the Convention is to protect people and aircraft from any potential unlawful interference.
