What is the purpose of the Convention on International Civil Aviation?
The Convention on International Civil Aviation, commonly referred to as the Chicago Convention, was adopted in 1944 in the city of Chicago, Illinois. The primary purpose of the Convention is to promote the safe and orderly growth of international civil aviation by establishing international standards and regulations. The Convention recognized the sovereignty of states in their respective territories and established rules for the use of national airspace. The Convention also required the signatory states to recognize the safety regulations of the International Civil Aviation Organization (ICAO) and to ensure the safe and orderly flight of aircraft over each state’s airspace. Additionally, the Convention introduced the concept of open skies, which allowed signatory states to enter into agreements with each other to allow for unrestricted air travel between countries. In Minnesota, the Convention on International Civil Aviation is incorporated into federal law through the Federal Aviation Administration (FAA). The FAA has developed the Federal Aviation Regulations (FARs), which are based upon the standards and regulations outlined in the Convention. Thus, the FARs must be followed by all aircraft operators flying in and out of Minnesota airspace. The Convention, ORS, and FARs all work together to ensure that aircraft operations in Minnesota are safe and conducted in accordance with international standards and regulations.
