No, animal testing is not banned in all countries. In the United States, animal testing is regulated by both state and federal law. In California, the Humane Care for Animals Act (HCA) requires laboratories to provide humane care and treatment for all animals used in research, teaching, or testing. It also requires that any testing involving animals must avoid or minimize pain and distress. While not prohibiting all animal testing, California has some of the strictest animal testing laws in the United States. It is one of only three states – the others being New Jersey and Massachusetts – that have laws that ban animal testing for cosmetic products. In Europe, animal testing is regulated by the European REACH (Registration, Evaluation, Authorization, and Authorization of Chemicals) Regulation. This law, which went into effect in 2007, prohibits animal testing for finished cosmetic products as well as their ingredients. However, some countries, such as the United Kingdom, have exemptions that allow companies to continue animal testing for therapeutic and industrial products. At the global level, the United Nations has adopted the Convention on the Rights of Animals, which calls for nations to recognize animal rights and welfare. However, this treaty is not legally binding and has not been widely adopted. As such, it has not resulted in a total ban on animal testing.
