What laws protect animals from being used in research?
In Indiana, the use of animals in research is regulated by the Animal Welfare Act (AWA) and its accompanying regulations. The AWA was enacted in 1966 and sets standards for the humane care and treatment of animals in research. The AWA requires institutions conducting research using animals to have an Animal Care and Use Program that is overseen by an Institutional Animal Care and Use Committee (IACUC). The IACUC must review and approve all research protocols that involve the use of animals, and they also conduct audits to ensure that the research is conducted in accordance with the AWA regulations. Additionally, any research involving animals must be conducted in compliance with the principles and guidelines of the American Veterinary Medical Association (AVMA). The AVMA provides guidance on issues such as housing, feeding, and humane euthanasia of animals in research settings. Furthermore, under the Indiana state code, it is illegal for any person to “torture, torment, needlessly mutilate, cruelly beat or kill an animal” or to “deprive any animal of necessary food, drink, shelter or veterinary care.” This law applies to all research involving animals in the state of Indiana. In summary, the Animal Welfare Act and its accompanying regulations, the American Veterinary Medical Association, and the Indiana state code all provide protection against animal abuse in research settings in the state of Indiana.
