What consumer protections do I have when purchasing goods online?
When shopping online, Washington consumers have access to a number of consumer protections. To start, the Federal Trade Commission’s “Dot Com Disclosures” rule requires that online sellers clearly disclose pricing, product specifications, and other key details about a product before the customer purchases it. Additionally, if applicable, sellers must disclose any applicable taxes and shipping costs. Under Washington state law, shoppers must also be given a refund and exchange policy with information about the length of time for a return and whether the product must be in original condition and/or packaging in order to be eligible for a return. If an online seller fails to honor the refund policy, consumers can file a complaint with the Washington State Attorney General’s Office. In addition,Washington consumers are also covered by the federal Magnuson-Moss Warranty Act, which requires that manufacturers and distributors of products include a written warranty for products that cost more than $15. Furthermore, sellers must provide a warranty when requested. If a seller misrepresents a product or fails to honor a warranty, customers can bring a civil action against the seller and/or manufacturer in Washington state court. Lastly, online shoppers should also be aware that their personal financial information is protected by federal and state law. Under the Fair Credit Billing Act, online shoppers can dispute charges on their credit card or credit accounts if the product is not delivered as advertised or described. Furthermore, the Washington Consumer Protection Act provides additional protections against deceptive and unfair business practices.
