What is the legal status of homeschooling?

In California, homeschooling is allowed as a form of private school education. According to the California Education Code, parents are able to provide instruction to their children in order to fulfill their obligation to educate their children. As such, homeschooling is technically legal in the state. In order to homeschool, parents or guardians must file a Private School Affidavit with their county or district office of education. This affidavit must be filed each year no later than October 1st. The affidavit must list all children the parent or guardian is homeschooling and the city, county, or state in which the instruction will take place. The parent or guardian must also submit a program of instruction to the county or district office. This program must provide an outline of the courses of study to be followed as well as the textbooks, workbooks, and other curriculum to be used. Additionally, the parent must provide evidence that they are properly qualified to teach the courses they plan to provide instructions in. Homeschooling in California is also subject to certain regulations such as attendance requirements and periodic assessments. There are also certain restrictions related to homeschooling such as the fact that children must be taught in the English language. Ultimately, homeschooling is a legal alternative to traditional school education in California. However, it is important to note that parents must still comply with all the relevant regulations to ensure that the education they provide is up to standard.
