What are the rules for recounts and post-election audits?
In North Carolina, the rules for recounts and post-election audits are determined by the State Board of Elections (SBOE). The SBOE is responsible for establishing rules regarding when recounts and post-election audits may be conducted, as well as how they should be conducted. Recounts may be requested in races that are determined to be within one percent of the margins of victory or if an election contest is filed with the SBOE. If the recount reveals that the margin of victory is within one-fourth of one percent, the SBOE then has to order a second recount. The second recount will be conducted according to the procedures determined by the SBOE. Post-election audits may be conducted after the official canvass or after a recount. Post-election audits are conducted by randomly selecting a predetermined number of votes from the precincts or districts that were part of the election. The SBOE determines the number of votes to be audited. The audits typically include a hand count of ballots, as well as a comparison of the hand count to the electronic count. If the hand count differs from the electronic count, then the SBOE may order a recount. Both recounts and post-election audits are important measures for ensuring that elections are conducted fairly and accurately. The SBOE conducts these elections and audits to protect the integrity of the electoral process.
