How are voting districts determined?

Voting districts in Texas are determined by the Texas Legislature. Every 10 years, the Legislature is responsible for conducting a redistricting process that divides the state into congressional and state legislative districts. The redistricting process is designed to ensure that Texans have the opportunity to vote for their representatives in an equal and meaningful way. Texas is one of the few states in the United States to provide for a single-member district system in the Legislature. This means that each district is represented by a single elected official in the Texas Legislature. The redistricting process begins with the collection of population data from the United States Census Bureau. The population data is used to create boundaries for each district. The redistricting process also takes into account factors such as racial and language minorities, municipal boundaries, communities of interest, and traditional boundaries. The legislature attempts to preserve existing political boundaries and to minimize the political impact of the redistricting process. When creating districts, the Legislature endeavors to ensure that all districts are geographically compact and have relatively equal populations to ensure fair representation of all Texans. The Legislature is also required to hold hearings throughout the state to get input from the public before proposing a redistricting plan.
