Are there any laws related to the sale of horses for meat?

In New York, there are currently no laws prohibiting the sale of horses for meat or any other purpose. However, a few laws have been proposed to protect horses from being slaughtered for human consumption. The New York State Senate passed a bill in the summer of 2018 that would make it illegal to possess, transport, or sell horses for the purpose of slaughter for human consumption. Unfortunately, the bill was unable to pass in the Assembly due to strong opposition from the agriculture industry, leaving New York without laws related to the sale of horses for meat. There have also been attempts to pass state legislation that would ban the sale of horsemeat from other states for consumption in New York. However, those measures have not been successful either, and at this time, there are no laws prohibiting the sale and/or production of horsemeat in the state. There is still some hope, however, as the bill that was passed in the Senate is still being discussed in the Assembly and could potentially become law in the near future. If the bill were to pass, New York would have strong laws in place to protect horses from being sold and slaughtered for human consumption. Until then, however, the sale of horses for meat remains legal in New York.
