Are HOA meetings open to the public?

In Washington, Homeowner Association (HOA) meetings are not typically open to the public. The Washington Nonprofit Corporation Act requires HOAs to be formed as a nonprofit corporation, and most nonprofit corporation meetings are closed to the public. An HOA may open its meetings to members of the public, but it must state so in its bylaws and may still have rules limiting who can attend and how meetings are conducted. If an HOA does decide to open its meetings to the public, it must follow Washington state law and its own rules. This may include making certain that public notices are posted and that the HOA follows all rules and regulations regarding the presence of non-members. Additionally, the HOA must treat non-members with the same respect and courtesy that it gives its own members. Additionally, HOAs are required to keep minutes of all meetings and must make these available for review by members. They are also obligated to make sure that all members are notified of the times and locations of meetings in accordance with their bylaws. Overall, while HOA meetings in Washington may be open to the public, it is up to the HOA to decide whether or not to do so. If the HOA does decide to open its meetings to the public, they must ensure that they follow all applicable laws and their own bylaws when doing so.
