What is the procedure for calling a recall election in an HOA?

In Washington, recall elections are commonly used in Homeowners Associations (HOAs) to replace a board member or the entire board. This process is used to remove an individual or group of people from a board when they are not properly carrying out their duties or are engaging in misconduct. The process for calling a recall election in an HOA begins with the members submitting a signed petition to the board. To be valid, the petition must include the name of the individual or group being recalled and must be signed by at least 25% of the association members. The board then has 30 days to either call for an election or take action to remove the individual or group. If the board does not act within the 30-day period, the members may call for an election themselves.
