What is the International Covenant on Civil and Political Rights?
The International Covenant on Civil and Political Rights (ICCPR) is a United Nations document containing an international agreement regarding the protection of human rights. It was drafted in 1966 and entered into force in 1976. The ICCPR is a universal charter of human rights, and is one of the main international human rights agreements. It is also the most ratified international human rights treaty in the world. The ICCPR outlines fundamental freedoms including the right to life, freedom from torture, freedom of expression, the right to a fair trial, freedom of movement, privacy rights, protection from discrimination, and protection for minority groups. It also outlines the right to vote, the right to education, and the right to an adequate standard of living. The ICCPR is legally binding on all nations that have ratified it. As of 2020, 166 UN member states have ratified the ICCPR, including South Carolina. By ratifying, South Carolina and other countries are obligated to implement the rights outlined in the agreement and to report back to the UN on progress made in regards to implementing the agreement. Moreover, the Office of the High Commissioner for Human Rights is responsible for monitoring the implementation of the ICCPR.
