What is the definition of “refugee”?

The term “refugee” is used to describe someone who is seeking refuge or safety from persecution, conflict, or violence. When recognized as a refugee, an individual is entitled to certain rights and protections as outlined in the 1951 Refugee Convention, including protection from expulsion or return to a country where their life or freedom may be threatened. In Maryland, asylum law defines a refugee as someone who has a “well-founded fear of persecution because of race, religion, nationality, membership in a particular social group, or political opinion.” In order to qualify, the individual must show that they were persecuted in their home country due to one of the five reasons listed and that they have a reasonable fear of persecution if they were to return. Sometimes multiple individuals will apply for asylum together as family members or even as a group of friends who traveled together. However, they must all meet the criteria in order to be recognized as a refugee. When individuals flee their home country and apply for asylum in Maryland, they may be eligible for certain protections and benefits such as healthcare, housing assistance, and a work permit. It is important to note that not everyone who applies for refugee status is granted it, so it is important to follow all proper procedures and steps in order to increase the chances of approval.
