What is the definition of “refugee”?

In New Hampshire, a refugee is defined as someone who is unable or unwilling to return to their home country, or the country where they are normally a resident, due to a fear of persecution based on race, religion, nationality, political opinion, or membership of a particular social group. This definition is based on the United Nations 1951 Convention relating to the Status of Refugees, and applies to anyone who is eligible to receive protection under this Convention, including those who have been granted asylum.
