What is a “convention against torture”?
A “Convention Against Torture” (CAT) is an international agreement that prohibits countries from inflicting torture and other forms of cruel, inhuman, or degrading treatment or punishment on individuals. The United Nations (UN) General Assembly adopted the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 1984. The CAT is a legally binding document that requires signatories (countries that have signed the document) to enforce the terms of the convention in their domestic laws. In Florida, individuals in need of protection can seek asylum under the Convention Against Torture. This means that individuals who can demonstrate that they are at risk of torture by the government of their own country may be granted asylum protection in the United States. In order to qualify for asylum under the convention, applicants must show that they have been personally targeted for torture or that their government is unable or unwilling to protect them from torture. If successful, the individual can be granted protection in the United States. The Convention Against Torture is an important international agreement and has helped to protect vulnerable individuals from inhumane treatment. In Florida, this agreement provides a form of protection for those who are at risk of torture due to political, ethnic, or religious reasons. This protection is especially important for those fleeing persecution in their home countries.
