What is the Immigration Reform and Control Act?
The Immigration Reform and Control Act (IRCA) is an immigration law that was enacted by the United States Congress in 1986. It was designed to control and regulate the flow of immigrants into the United States. IRCA provided a way for undocumented immigrants to become legal residents and, eventually, U.S. citizens. It also created fines and penalties for employers who knowingly hired illegal immigrants.
