What is a treaty?

A treaty is an agreement between two or more countries. It is an international law that is legally binding on all the countries involved. Since treaties are legally binding, they must be ratified by the governments of each of the countries involved. Once the treaty has been ratified, it has the same force of law as any other law. This means that if a country breaks the terms of a treaty, another country can file a case in international court to enforce the terms of the treaty.
