The International Convention on the Non-Applicability of Statutory Limitations to War Crimes and Crimes against Humanity (NTSC) is an international treaty that aims to ensure that those who commit war crimes and crimes against humanity cannot escape their responsibility for these acts. The treaty was first adopted in 1968 and it states that no national law or regulation can provide immunity for persons responsible for such acts. The treaty applies to any act that is committed during an armed conflict or occupation, including genocide, slavery, torture, and other inhumane acts of a similar nature. The NTSC was created in an effort to ensure that those responsible for the most egregious human rights violations could not escape accountability. The treaty has been ratified by more than 80 countries, including the United States. In Indiana, the NTSC has been implemented through its state legislation. The Indiana state statute specifically prohibits any form of immunity or limitation of criminal liability of any person who commits crimes under the NTSC when committed in Indiana. This means that any individual in Indiana who is accused of committing a war crime or crime against humanity can be prosecuted, regardless of when the act occurred.
