The International Convention on the Non-Applicability of Statutory Limitations to War Crimes and Crimes against Humanity (NTSC) is an agreement under international law that no statute of limitations should apply to certain crime types. The NTSC is important to ensure that war crimes and/or international crimes against humanity are not overlooked due to a statute of limitations, and thus justice can be served regardless of how long it takes. The NTSC was created in 1968, and was ratified by a number of countries, including South Carolina, in 1975. It was designed to apply to the most severe crimes: war crimes (crimes committed during a war) and crimes against humanity (large scale atrocities against civilians, such as genocide). The NTSC states that any crime falling under these two categories should not be subject to a statute of limitations. The impact of the NTSC in South Carolina is that all war crimes and crimes against humanity must be reported and prosecuted regardless of when they occurred. This means that even if a crime was committed many years ago, or in a different country, the perpetrator of the crime can still be held accountable, as long as the crime falls under the NTSC.
