What is the International Covenant on Civil and Political Rights (ICCPR)?
The International Covenant on Civil and Political Rights (ICCPR) is a multilateral treaty adopted by the United Nations General Assembly in 1966. It is often referred to as an international bill of rights because it outlines the fundamental civil and political rights of individuals worldwide. The ICCPR is legally binding for all countries that have ratified it. In the U.S., the Covenant was ratified by the Senate on April 2, 1992, and entered into force on June 8, 1992. In Oregon, the state has not separately ratified the Covenant, however, the state government and judicial system are obliged to uphold the provisions of the Covenant as part of their larger duty to enforce federal law. The ICCPR provides protection for a wide range of civil and political rights, including the right to life, freedom of movement, freedom of religion, and the right to participate in the political process. In addition, the Covenant guarantees freedom from discrimination and ensures a wide range of civil rights, including the right to due process and a fair trial. Other rights enshrined in the ICCPR include the right to marriage and family life, the right to own property, and freedom of opinion and expression.
