The International Convention for the Suppression of the Financing of Terrorism (TBT) is an international agreement that was signed in 1999 in an effort to stop the financing of terrorism. The main purpose of the convention is to prevent states from providing any form of financial assistance to terrorist organizations, individuals, and entities. In general, the convention requires signatories to criminalize the financing of terrorism as well as require them to freeze terrorist assets. It also requires states to monitor and investigate suspicious activity, and to work together to recover and return payments made to terrorists. The TBT is an important element of international anti-terrorism law, as it provides a legal framework for states to cooperate in combating terrorism. While New Mexico has not signed the convention, it is obligated to abide by its provisions as the US has signed the convention in 2001. The TBT is an important step in fighting terrorism, as it makes it more difficult for terrorist groups to obtain financing. By criminalizing the financing of terrorism and requiring states to investigate and freeze terrorist assets, the TBT helps to create a global effort to stop the flow of money and resources that would otherwise be used to support terrorist activities.
