What is the International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)?

The International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) is an agreement among countries to end the use of torture and cruel, inhuman or degrading treatment or punishment. The Convention was adopted by the United Nations General Assembly in 1984 and came into force in 1987. The Convention states that no one should be subjected to torture or cruel, inhuman or degrading treatment or punishment, and it also outlines the ways that governments should prevent and punish such actions. The Convention requires states to investigate any alleged acts of torture and take measures to prevent them. If an act of torture is found to have been committed, the convention requires that effective and appropriate measures be taken to investigate it and punish those found responsible. The U.S. state of Wisconsin ratified the Convention in 2006. By ratifying the Convention, Wisconsin has committed to upholding the principles of the CAT and has agreed to take appropriate measures to enforce them. In particular, Wisconsin has agreed to ensure that any torture or cruel, inhuman or degrading treatment or punishment is prohibited by law and not practiced.
