The International Convention for the Suppression of the Financing of Terrorism (FTT) is an international agreement ratified by many countries, including Oregon, to criminalize and prevent the financing of terrorism. Under this treaty, a country agrees to criminalize involvement in terrorist financing, freeze and seize assets used to finance terrorism, and cooperate internationally to investigate and prosecute terrorism related activities. The FTT requires states to criminalize the wilful collection or provision of funds intending to finance terrorist acts, regardless of whether the funds are used for the actual commission of such acts, and to identify, freeze, and seize those funds. It further obliges states to cooperate and coordinate with other states to investigate, suppress, and prosecute those responsible for such activities.
