What is the International Convention for the Protection of All Persons from Enforced Disappearance (CPED)?
The International Convention for the Protection of All Persons from Enforced Disappearance (CPED) is an international human rights treaty created by the United Nations General Assembly in 2006. CPED is a legally binding agreement among states to protect individuals from being subjected to enforced disappearance. Specifically, it requires States Parties to prevent and punish any act of enforced disappearance, as well as investigate any cases of enforced disappearance that have occurred in the past. CPED also requires State Parties to provide victims and their families with effective remedies, including compensation and rehabilitation. In Alaska, the state legislature enacted new legislation in 2018 which incorporated CPED into domestic law. This means that as long as the state remains a party to the CPED, Alaska is obligated to take measures to prevent and punish any act of enforced disappearance. It also requires the state to investigate cases of enforced disappearance that have occurred in the past and to provide victims and their families with effective remedies, including compensation and rehabilitation. This is an important step forward in protecting people’s human rights and ensuring that those responsible for enforced disappearances are held accountable.
