What is the International Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction (APMBC)?

The International Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction (APMBC) is an international agreement signed in 1997 and known as the Ottawa Treaty. It was created with the aim of banning anti-personnel landmines across the world. This treaty is legally binding for the countries that have become parties to it. North Carolina has become a state party to the APMBC, and as such, the state must adhere to its provisions. This includes the prohibition of using, stockpiling, producing and transferring anti-personnel landmines. Furthermore, all existing stockpiles of landmines must be destroyed, and no new landmines can be laid, produced or exported. The state must also help in the clearance of existing landmines, and must provide assistance and support to individuals affected by the use of landmines. The APMBC was created with the intention of saving lives and protecting livelihoods. It is also a recognition of the destructive and indiscriminate nature of anti-personnel landmines.
