The International Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction (APMBC) is an international treaty that prohibits the use, stockpiling, production and transfer of anti-personnel landmines (APLs). The APMBC was developed in 1996 as part of the Ottawa Process, a multi-lateral initiative for a global ban on the production, stockpiling, sale and use of APLs. The Convention was adopted by the United Nations General Assembly on September 18, 1997 and entered into force on March 1, 1999. The Convention establishes a framework for the destruction of existing stockpiles of APLs, a prohibition on future production, and a prohibition on the transfer of APLs. The Convention requires signatories to take measures to protect civilians from the effects of APLs, such as providing assistance to victims of APLs and taking all appropriate measures to reduce the donor’s risk of APL accidents. It also calls for signatories to accept responsibility for the destruction of APLs and to take all necessary measures to ensure that APLs are not used by non-state actors. The APMBC has been signed by 161 countries, including the United States and South Carolina. The Convention is actively monitored by a body of experts known as the Anti-Personnel Mine Ban Convention’s Implementation Support Unit (ISU). The ISU is responsible for ensuring compliance with the Convention and for providing guidance to signatory countries.
