What is the International Convention for the Protection of All Persons from Enforced Disappearance (CPED)?
The International Convention for the Protection of All Persons from Enforced Disappearance (CPED) is an international legal agreement that seeks to protect individuals from the practice of forced disappearances. It was adopted by the United Nations General Assembly in 2006 with the goal of creating a universal standard for the prevention and punishment of enforced disappearances. This convention defines an enforced disappearance as "the arrest, detention, abduction or any other form of deprivation of liberty by agents of the State or by persons or groups of persons acting with the authorization, support or acquiescence of the State, followed by a refusal to acknowledge the deprivation of liberty or by concealment of the fate or whereabouts of the disappeared person, which place such a person outside the protection of the law." There are currently 102 countries that have signed the CPED, however only 59 have ratified it. The United States, including the state of Florida, is not one of those countries. In order for a country to ratify the CPED, the government of that country must formally accept its terms. Therefore, the CPED does not yet have an effect on the legal landscape of Florida.
