What are the laws governing online voting?

In Kansas, the laws governing online voting are regulated by the Secretary of State. The State of Kansas has enacted laws which provide for both online voting and paper-based voting. For online voting, the state has enacted the Online Voting and Reporting System (OVRS) which provides for secure online voting. The OVRS system requires that individuals register to vote, validate their identity and cast a ballot online. To protect the integrity of the voting process, the system requires that the voter’s information remain secure and that the ballot be encrypted, and provides for other security measures. In addition, the state has enacted laws requiring that anyone voting online must use a secure method of identification, such as a driver’s license or a state-issued ID card. Anyone voting online must also have a valid email address. Once the voter has completed the registration and authentication process, their vote must be transmitted to the county clerk for processing. The State of Kansas also has laws governing the reporting and tracking of online voting results, including the requirement that votes be counted within seven days of the election. Furthermore, the state has laws that provide for different levels of recount if necessary. These measures are in place to ensure that the voting process is secure and that results are accurate.
