What is the Education and Training Voucher Program?

The Education and Training Voucher Program (ETV) in Iowa is an initiative created by the Iowa Department of Labor to provide financial assistance to those in need of education and training to help them to move from welfare to work. The program was created to provide qualified Iowans with the opportunity to go back to school, receive job training, and obtain the necessary skills to gain employment. The ETV program is open to Iowa residents age 16 and up who have completed the eighth grade and currently receive benefits through the Temporary Assistance for Needy Families (TANF) program. Recipients of the ETV can use their voucher to attend any of Iowa’s accredited colleges, universities, trade schools, or technical schools. The ETV provides up to $5,000 in funding for tuition, books, and related school fees. Recipients may also receive an additional $200 for transportation costs every semester, if needed. The amount of money that can be received is dependent upon the amount of money spent on tuition, fees, books, and other educational expenses. In order to qualify for the ETV program, recipients must be enrolled in an approved educational program and must be in good academic standing. Additionally, recipients must be willing to comply with the State ETV’s additional terms and conditions. These include mandatory standard reviews, receiving treatment for drug or alcohol abuse, and completing a mandatory work-related education program.
