What is the scope of the Convention on Facilitation of International Maritime Traffic?

The Convention on the Facilitation of International Maritime Traffic (also known as the FAL Convention) is an international agreement that provides a framework for states to work together to promote the efficient, orderly, and safe movement of maritime vessels. The purpose of the FAL Convention is to encourage uniform worldwide implementation of procedures that simplify and harmonize the paperwork and processes needed to move cargo and people by ship internationally. The FAL Convention affects a number of areas, including the documentation needed, port and other related fees, port facilities, Vessel Traffic Services (VTS) and other maritime services, and access to port services. The Convention also includes requirements for the reporting of hazardous or potentially hazardous substances, as well as the prevention of maritime pollution. The Convention applies to all ships of 300 gross tons or more, and to those ships carrying dangerous goods, passengers, or vehicles. It also applies to all port facilities and the services provided by them. The Convention allows for ports to refuse access to vessels that do not comply with the requirements. In the United States, the FAL Convention is enforced by the United States Coast Guard (USCG). The USCG implements and enforces the convention by inspecting vessels and port facilities, reviewing and approving tariffs and other fees, and responding to incidents. The USCG also inspects and monitors ships to ensure compliance with applicable pollution prevention and safety regulations. Additionally, the USCG provides training and guidance to the maritime industry and port authorities in implementing the FAL Convention.
