What is the scope of the Convention on the International Regulations for Preventing Collisions at Sea?

The Convention on the International Regulations for Preventing Collisions at Sea, also known as COLREGS, is a set of rules and regulations designed to promote the safety of vessels at sea. COLREGS are applicable to all types of vessels, from the largest merchant ships to the smallest boats. Its primary purpose is to reduce the chances of vessels colliding with one another, thus reducing the risk of injury, death, and property damage. In Washington, COLREGS is enforced through various state and federal maritime law statutes. Broadly, COLREGS are intended to prevent vessels from colliding with each other, obstructing another vessel’s passage, or otherwise endangering the safety of life or property at sea. COLREGS establish which vessels are the “stand on” vessel (the vessel which has the right of way) and the “give way” vessel (the vessel which must yield to the stand-on vessel). COLREGS also contain rules relating to navigation lights, sound signals, lookouts, safe speed, and other operational matters. Additionally, COLREGS cover the duty of vessels to render assistance to vessels in distress and the duties of vessels when navigating in fog. COLREGS generally apply within the waters of all countries which have agreed to be bound by the Convention. In Washington, the United States Coast Guard is responsible for enforcing COLREGS.
