What is the scope of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter?
The Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter is an international agreement intended to protect the marine environment from pollution caused by the dumping of wastes and other matter. The scope of the Convention applies to any dumping activity within the Maritime Law of Washington. The Convention requires that all countries ratifying it must take all necessary steps to prevent, reduce, and control the pollution of the sea through dumping. This includes the adoption of laws, regulations, and management plans that ensure that no dumping activity is conducted in the Maritime Law of Washington without proper environmental protection measures. The Convention also requires that all dumping activities must be authorised by the country in whose jurisdiction they are carried out, such as Washington. These authorizations must ensure that dumping activities meet all requirements of the Convention, with an aim of preventing or minimising the effects of any dumping activity on the marine environment. Furthermore, the Convention’s scope extends to internationally co-ordinated responses to the dumping of hazardous materials, including emergency and contingency plans, monitoring and inspection programs, and several other measures designed to prevent, reduce, and control marine pollution. The Convention’s scope is broad, with its principles and requirements applicable to all dumping activities and all countries within the scope of the Maritime Law of Washington. As such, it is imperative for all countries and stakeholders to fully comply with its provisions in order to ensure the protection of the marine environment from pollution caused by dumping activities.
