What is the scope of the International Convention on Salvage of 1989?

The International Convention on Salvage of 1989 (the Salvage Convention) is an international maritime law treaty that sets out the rights and obligations of ship owners, salvors, and governments in relation to the salvage of vessels and cargo. The Salvage Convention applies to any marine salvage operations that take place on the high seas, in the territorial waters of a State, in the exclusive economic zone of a State, and in any other area beyond the jurisdiction of any State. The Salvage Convention aims to encourage the prompt and efficient salvaging of vessels and cargo from peril at sea. It does this by giving salvors the right to fair and reasonable compensation if they succeed in salvaging a vessel and its cargo.
